Niu Yibing, deputy director and spokesperson of the Central Network Information Office (National Network Information Office), said that since the 18th National Congress of the Communist Party of China, the CPC Central Committee with the supreme leader as the core has taken the initiative to conform to the development trend of the information revolution, attached great importance to and coordinated the promotion of network information work, and promoted the historical achievements and changes in the network information cause. The General Secretary of the Supreme Leader raised the flag and steered the ship, put forward a series of groundbreaking new ideas, new ideas and new strategies, and formed an important thought about the network power with rich connotation and scientific system. Under the guidance of this important idea, China is striding forward from a network power to a network power. Mainly reflected in the following ten aspects:

Vigorously promote the party’s innovative theory to be deeply rooted in the hearts of the people and the construction of positive energy content on the Internet. Carefully publicize major themes on the Internet and strengthen and improve international communication on the Internet. Every year, more than 100 themes are highlighted, and China Positive Energy and "Five Hundred" network boutique collection, selection, exhibition and broadcasting activities are held, so that positive energy can generate a large flow and good voice can become the strongest voice. Improve the online risk prevention mechanism and effectively safeguard the ideological and political security of the network.
Third, the network comprehensive management system is improving day by day. The "Opinions on Accelerating the Establishment of a Comprehensive Network Governance System" was issued to promote the transformation of network governance from post-event management to process management and multi-head management to collaborative governance. Since the launch of the "Qinglang" series of special actions, more than 30 special rectifications have been carried out to solve outstanding problems such as chaos in rice circles, chaos in Internet accounts and cyber violence, and more than 20 billion illegal and bad information have been cleared, with nearly 1.4 billion accounts. Issued the Opinions on Strengthening the Construction of Network Civilization, founded the China Network Civilization Conference, implemented the project of striving to be a good netizen in China, strengthened the construction of network integrity, and created a clear cyberspace.
Fourth, the pace of network infrastructure construction has accelerated. The number of netizens and the number of national top-level domain names registered in China are the highest in the world. All prefecture-level cities have built optical network cities in an all-round way, and the broadband access rate of administrative villages and poverty-stricken villages has reached 100%. The scale deployment of IPV6 has achieved remarkable results, with the number of addresses ranking second in the world. China’s new generation of information infrastructure is accelerating in the direction of high-speed ubiquity, integration of heaven and earth, integration of cloud and network, intelligence and convenience, green and low-carbon, safety and controllability.
Fifth, the digital economy is developing strongly. The scale of China’s digital economy has been ranked second in the world for many years in a row, from 11 trillion yuan in 2012 to 45.5 trillion yuan in 2021, accounting for 39.8% of GDP. The volume of e-commerce transactions and mobile payment transactions ranks first in the world, the foundation of digital industrialization is more solid, and the pace of industrial digitalization continues to accelerate. Sixth, breakthroughs have been made in independent innovation of core technologies in the information field. High-performance computing maintains its advantages, and 5G is leading in technology, industry and application, and Beidou navigation satellite is networked globally. The independent research and development capability of chips has been steadily improved, the performance of domestic operating systems has been greatly improved, and research on big data, cloud computing, artificial intelligence and blockchain has made positive progress. In 2021, the number of online information fields in China’s PCT international patent applications exceeded 30,000, accounting for more than one-third of the world.
Seventh, information has achieved remarkable results in benefiting the people and facilitating the people. Information services have been fully popularized, "internet plus" education and medical care have been further promoted, the digital anti-epidemic effect has been remarkable, the construction of digital government and digital villages has been accelerated, and the registered users of the national integrated government service platform have exceeded 1 billion, making it a reality to "run through one network" and "run in different places".
Eighth, the network security guarantee system and capacity building have been comprehensively strengthened. Establish and improve the network security protection system, strengthen the security protection of key information infrastructure, strengthen data security management and personal information protection, carry out network security review in an orderly manner, and further promote the construction of network security disciplines and talents. The Cyber Security Publicity Week has been held for eight consecutive years, insisting that cyber security is for the people and cyber security depends on the people, and the awareness and skills of cyber security protection in the whole society have been significantly improved.
Ninth, the process of legalization of cyberspace has been accelerated. Promote the promulgation of more than 100 laws and regulations such as the Cyber Security Law, the Data Security Law and the Personal Information Protection Law. Establish a network law enforcement and supervision bureau, continue to strengthen network law enforcement, and resolutely investigate and deal with all kinds of illegal cases. In the first half of this year, 3,491 websites were interviewed in accordance with the law, 283 were fined, 419 were suspended or updated, 177 mobile applications were removed, and 12,292 illegal websites were cancelled or filed with the competent telecommunications authorities. In July this year, according to the illegal facts, our office imposed a fine of RMB 8.026 billion on Didi Global Co., Ltd. according to law.
The tenth is the deepening and expansion of international cooperation in cyberspace. For eight consecutive years, world internet conference was held, world internet conference International Organization was established, and concept documents and action initiatives to jointly build a community of cyberspace destiny were launched. The concept and proposition of network governance put forward by the Supreme Leader General Secretary has increasingly become an international consensus.
