Dream of "cross-border e-commerce" Who cheated me of my half-life savings?

Every reporter Du Wei Wen Menghua every editor Dong Xingsheng

Looking for an overseas website to open a shop and sell China goods is attracting more and more businesses and capital.

According to enterprise survey data, in the first half of 2022, more than 20,000 cross-border e-commerce related enterprises were added nationwide. The Data Report of Cross-border E-commerce Market in China in 2022 (I) predicts that the cross-border e-commerce market is expected to reach 15.7 trillion yuan in 2022.

15.7 trillion, the market is very big, and the temptation is also great. "You don’t need to know English, the net profit of a single order exceeds 40%", "You can do it without purchasing channels and goods" and "The guaranteed turnover is 40,000 yuan a month". It is these tempting marketing terms of "cross-border e-commerce" that make dozens of people from all over the country, such as Li Yun from Guizhou, Zhong Yong from Hebei and Yu Wei from Inner Mongolia, fall into the trap of new tricks in just a few days, and some families even fall into it.

What is even more embarrassing is that these businesses don’t even know who they have been cheated by.

"This is a new situation." Li Chengdong, the founder of e-commerce of Dolphin Think Tank, pointed out in an interview with national business daily. Chen Zixing, a lawyer of Beijing Anbo (Chengdu) Law Firm, also told reporters that it was the first time that the seller suffered a "chain scam" case. "The cross-border e-commerce store and the website where the goods were purchased in the case were all fake."

Taking advantage of the information gap at home and abroad, the new deception that lures merchants to enter has cast a shadow over the rising cross-border e-commerce. After more than two months of follow-up investigation, the reporter personally experienced how Li Yun and others were tempted to open stores step by step, trying to break through the tightly woven network of chain scams; And talk to industry authorities, lawyers, etc., restore the reasons behind the new scam, and explore the problems and opportunities of cross-border e-commerce industry.

One ring and one ring: nearly 750,000 yuan was cheated in half a month.

In October 2022, Li Yun, who opened a physical clothing store, was attracted by the "gimmicks" such as cross-border e-commerce to open stores for free and without supply, thinking that he had encountered a "precious" entrepreneurial opportunity. Unexpectedly, she fell into a huge trap.

Under the guidance of the online "teacher", Li Yun opened a shop in Lelong shop that day, and purchased it through "Youhuo.com" and sent it to overseas buyers. Initially, Li Yun quickly received the payment on Lelong shop.

"I checked Lelong, which was established in 1998 and is very famous abroad." According to Liu Yun, in the next few days, more and more orders were placed, and the amount was getting bigger and bigger. "I have more than 100,000 yuan in each order."

Not without doubt. When she invested 4000 yuan, Li Yun called the relevant authorities, but at that time it was not clear whether it was fraud, so she didn’t care. After that, Li Yun opened two more stores in the name of his parents.

From the initial free shop opening, to the payment of several hundred yuan, and then to tens of thousands and hundreds of thousands of yuan, as the order is getting bigger and bigger, like "snowballing", in order to get the payment back, Li Yun has also spent more and more money. In order not to let the previous money go to waste, she can only continue to invest more money. After being unable to pay for the purchase of new orders, all three stores of Li Yun were frozen by the website. The "teacher" told her that she needed to pay a deposit of $50,000 to unblock the store. Until then, Li Yuncai realized that he had fallen into a scam and called the police.

The reporter logged into the backstage of Li Yun’s frozen women’s clothing store and saw that at present, Li Yun’s pending settlement amount exceeds 60,000 US dollars, and the settled amount exceeds 30,000 US dollars (the settlement failed to be withdrawn after the store was closed). "I have already delivered the unsettled and settled goods. I invested more than 600,000 yuan in this store alone." Liu Yun said that in just 15 days, his three stores were frozen successively, and more than 700,000 yuan was invested in Shui Piao. Among them, on the day of the alarm on October 24, 2022, I hit another 100,000 yuan.

For Liu Yun, this more than 700,000 yuan not only spent his savings, but also caught up with his parents’ savings for half a lifetime. What happened to Liu Yun is not a case. The reporter found that more than 30 sellers from all over the country had the same experience on the platform of "Lelong shop" alone. As of January 6, 2023, according to the reporter’s rough statistics, they have been cheated by more than 2 million yuan.

Yu Wei, who lives in Inner Mongolia, told reporters that she found that it was not the same collection account on the third day when she opened the store. She felt that it was not right, but after being induced by the "teacher" to check the backstage payment, she made another 8,000 yuan. "There were 50 orders of about 20,000 yuan that night. I asked the customer service to inform the customer to return the goods on the platform, but there was no response; Negotiating with the’ teacher’, the other party also said that there is no way to close the store and freeze the account if it is not delivered on time. "

Experience the deception of no supply: set big money with small money

"Open a shop without supply" and "Free of any deposit, tuition and consulting fees", and open the advertising links provided by the above sellers. The reporter saw that the advertising language on the poster was very attractive.

After the reporter clicked "consult now", he added the WeChat of "Customer Service of SiteGiant Co., Ltd." through a QR code. According to the other party, Lelong is the largest e-commerce platform in Malaysia, and now it is fully inviting investment from China merchants, with limited places.

When the reporter checked the enterprise information of SiteGiant Co., Ltd., he found that the number was "filled in by individuals" and no relevant information was submitted to verify the authenticity of the main information.

"There is no charge for supporting you to open a shop." The other party repeatedly stressed to reporters. Subsequently, it guided reporters to download ICQ software, and then pulled the group to introduce the operation of "teachers" to guide the opening of stores and selling goods. The reporter’s experience is exactly the same as that of Yang Liang, who works in Germany.

Yang Liang introduced that the "teacher" helped him with how to classify the product map and how to design the logo. At first, the other party was particularly enthusiastic. "Every day, I will help me pay attention to the store dynamics, teach me by hand, and ask me questions." When the store was placed by an overseas buyer, the teacher taught him to go to Youhuo.com to search for the goods the buyer wanted, and then he called the private account provided by Youhuo.com, "Tell me that I don’t pay taxes for my personal business, and I will believe it".

When "Youhuowang" delivers the goods for him, he can fill in the order number back to Lelong shop, which is regarded as the completion of the order. "They said that when the buyer receives the goods, I can go to the store to withdraw money." Yang Liang said, according to the "teacher", "every order will have a net profit of at least 40%. However, the delivery must be completed within 24 hours of the buyer’s order, otherwise it will be regarded as a violation and the store will be frozen. "

Everything went smoothly at first, but with the increasing amount of orders, Yang Liang’s investment in payment became more and more difficult, and the funds began to turn around. He once told the "teacher" not to push the flow and not to take orders first, but the orders were still one after another.

In just one week, Yang Liang’s shop was closed twice for failing to deliver the goods on time. After he scraped together a deposit of $1,000, the "teacher" also blamed him: "Don’t you even have one or two bosom friends?"

Yang Liang tried to contact overseas buyers and negotiate to cancel the order, but found that the other party was empty. When he questioned the "teacher" and asked questions, "The customer has placed an order of 100,000 yuan, and I have no money to purchase it. Can’t I not do this order?" However, it was accused by the "teacher" as an "unscrupulous merchant". "How can you make a phone call without an area code? How much money you prepare, just say in advance, you don’t say … you can’t solve it in violation of the regulations, just say that you have been cheated. "

At this point, Yang Liang just woke up, he is met "kill pig plate". Therefore, I immediately entrusted my domestic friends to call the police.

The public security bureau ran back and forth several times, but I still don’t know who cheated.

Is the Lelong shop where more than 30 sellers have settled in Malaysia?

The reporter called Lelong many times, but as of press time, he did not get a reply. "Lelong is a relatively old e-commerce platform in our country." Su Yanlu, Acting President of China Silk Road Entrepreneurs Association, told reporters that although the company address displayed on the website page of Lelong shop is the same as Lelong’s, there is no registration number required by the local government, and the logo of the two websites are different.

"I cried and begged my mother to trust me and lend me money to do cross-border e-commerce. As a result, I was cheated by nearly 750,000 yuan." After running back and forth several times in the Public Security Bureau, Liu Yun still doesn’t even know who he was cheated by. Another seller, Luo Qian, also smiled bitterly at the reporter: "When I went to the police station to report the case, I was asked the name of the fraudster or company."

No one knows the company information behind Lelong shop, and dozens of sellers also make personal calls to Youhuo. com, and the account number is different every time.

During the interview, almost all sellers mentioned to reporters that online stores sometimes can’t be opened, so they can only contact the "teacher" and use the re-sent website to enter. In this regard, the reporter asked the IT staff, and analyzed the Lelong shop and Youhuo.com mentioned by the seller by technical means, and found that the IP addresses of these two websites would "move" from time to time, but only in Tokyo and Hong Kong, China. "From the analysis results, the high probability is that the same company is operating, and the production price of such websites is low, and one can be made for several hundred yuan."

"The’ teacher’ said that our website is a sub-website of Lelong, which is aimed at China sellers and the company is in Hongkong." The seller, Li Lu, provided several videos to the reporter. After the store was frozen, she found a friend in Hong Kong and asked him to help to ask about the situation at the scene. According to the video recorded by his friend, there is no company related to Lelong shop in the office building where the address is located.

As a result, when the above-mentioned dozens of sellers realized that they were "cheated", they suddenly found out that no one even knew the "complaint" when they consulted a lawyer or reported the case to the police.

An e-commerce industry veteran told reporters that these dozens of sellers may encounter "chain scams", not only overseas stores are fake, but even the purchase website is fake, and there is no so-called overseas buyer at all.

According to the addresses and telephone numbers of overseas buyers provided by several sellers, the reporter called buyers in new york, London and other places for verification, but none of them could be connected, most of which were empty or wrong.

Wearing a cross-border e-commerce coat, online fraud

Before the "reverse Haitao" became popular, many China merchants had been "panning for gold" on platforms such as Amazon and Shrimp Skin. Compared with the capital investment and process of opening stores on these large platforms, criminals are aiming at the psychology that businesses want to try simply.

"This incident is a cross-border e-commerce cloak and online fraud." A veteran of the cross-border e-commerce industry analyzed that Lelong shop and websites with goods are located overseas or are fraudulent, which may make it difficult to implement supervision in China.

"Using overseas servers and virtual IP addresses to carry out illegal activities is a relatively high incidence in recent years, which undoubtedly increases the difficulty and cost of victims’ rights protection, and also increases obstacles and challenges for police investigation." Chen Zixing, a lawyer of Beijing Anbo (Chengdu) Law Firm, said in an interview that although he had been exposed to many cross-border e-commerce disputes, he encountered a case of "chain scam" for the first time.

Chen Zixing believes: "The incident has been suspected of a criminal offence, but it is difficult for the deceived seller to find out and confirm the subject identity and contact address of Lenglong shop by personal strength."

The reporter learned that in desperation, most sellers have used the search platform when searching for "cross-border e-commerce" as the defendant’s main body to report the case to the police.

"If the search platform pushes the relevant links and platforms of lenglong shop as advertisements, it may be recognized as an advertisement publisher. According to the relevant provisions of the Advertising Law, if false advertisements are published to deceive and mislead consumers and damage the legitimate rights and interests of consumers who purchase goods or receive services, advertisers shall bear civil liability according to law. " At the same time, Chen Zixing stressed that if an advertising agent or publisher cannot provide the real name, address and effective contact information of the advertiser, consumers can ask the advertising agent or publisher to pay compensation in advance.

In Chen Zixing’s view, the main problems faced by cross-border e-commerce victims in taking civil judicial channels are: First, it is difficult to determine the identity information of the defendant; Second, it is difficult to deliver judicial documents, and most cross-border e-commerce perpetrators are not in China; Third, it is difficult to implement and collect money. Even if the judgment is successful, there may be no property available for execution.

According to Chen Zixing, there are two main ways to relieve victims’ rights. First, the seller provides the information of the co-payee to the police and reports the case, and the police investigate and recover the money; The second is to take the payee as the defendant and bring a civil lawsuit to the court with jurisdiction to demand the payee to return the money.

Reporter’s Note: The space for cross-border e-commerce to create wealth is far beyond imagination, but it also has many traps.

As a factory in the world, cross-border sellers in China are the targets of major e-commerce platforms.

Relevant data show that in the past five years, the scale of cross-border e-commerce in China has increased nearly 10 times. In 2021, the import and export scale of cross-border e-commerce in China reached 1.92 trillion yuan. The report "Digital Platform Helps SMEs Participate in Global Supply Chain Competition" predicts that by 2025, the B2B market of cross-border e-commerce in China will reach 13.9 trillion yuan.

"As a new Nugget track, cross-border e-commerce has far more room for wealth creation and development than we imagined, but what we see is often only the winners. After people outside the industry actively or passively heard these success stories, they began to understand cross-border e-commerce, but they did not form a complete cognitive system and discrimination ability for cross-border e-commerce." Yao Zhengyi, secretary general of Chengdu cross-border electronic commerce Association, said in an interview.

"When the cross-border sea became a big market, it was also targeted by scammers." Li Chengdong, the founder of Dolphin Think Tank E-commerce, pointed out to the reporter that "doing cross-border e-commerce needs special caution. Sellers are lucky enough to believe that nothing needs to be invested, as long as they open a store, they can make money. "

The reporter learned through a large number of interviews that among dozens of deceived sellers, some people were attracted by gimmicks such as the operation of the marketing number of the "cross-border e-commerce" course on the short video platform. However, after entering, I encountered a fancy scam, and all the shops I opened ended in being frozen.

The seller Liu Li brushed a short video of cross-border e-commerce and came up with the idea of opening a store. After investing tens of thousands of yuan, the particles were not collected; Tian Honghua in Beijing paid nearly 30,000 yuan to find someone to operate on his behalf, and the other party ignored the "freezing" of his store after receiving the money …

There are no quick channels and rules for making money in any industry. Yao Zhengyi suggested that businesses that want to set foot in the cross-border e-commerce industry need to learn through formal channels to avoid falling into traps such as zero supply and fake shops.

As a consumer, the reporter learned from a number of cross-border e-commerce agency companies in the market that the "cooperation package" ranged from several thousand yuan to nearly 50,000 yuan, and promised tens of thousands of dollars a month to the agency stores.

"Last year, many colleagues disappeared." Xiao Le, who has been doing cross-border e-commerce operations for nearly three years, told reporters that the situation is very good, but the market is chaotic. "Those who are irresponsible and play routines will lose trust, and few can persist."

"China enterprises now need to go global. However, the real industry and brand going out to sea require enterprises to establish their own core teams, constantly explore and link resources from all parties to form a complete industry knowledge system. " Yao Zhengyi appealed that in order to make the cross-border e-commerce industry develop more orderly and efficiently, lawyers, scholars and other professionals who have studied the cross-border e-commerce industry can discuss the formation of some rules and mechanisms to avoid new online fraud incidents under the guise of cross-border e-commerce.

(In the article, sellers such as Li Yun, Yang Liang, Yu Wei, Luo Qian, Tian Hong, Li Lu, Liu Li and cross-border e-commerce practitioner Xiao Le are pseudonyms).

Urban management, smart parking and parking charges

[Appeal]

At 9: 46 on November 23, a netizen left a message in the mailbox of Changsha County Party Secretary in the red net "Asking for Politics in Hunan", reflecting that the charging amount of Xingcheng Zhibo charging system in Changsha County was inaccurate. The netizen said that at 7: 30 pm on November 22, 2023, he drove into the parking space designated by the municipal government of Tantouchong Road in Changsha County Maternal and Child Health Hospital, and left at 8: 06 am on the 23rd. However, in the free time, the Star City Zhibo charging system incurred parking fees in 3 yuan. In addition, according to others, this system still has the phenomenon that parking fees are not charged by half on weekends.

[disposal]

After receiving the problems reflected by the masses, the online mass work department of Changsha County transferred the problem to Changsha County Xingcheng Development Group Co., Ltd. for verification and handling. On the morning of November 29th, Changsha Xingcheng Development Group Co., Ltd. made a public reply. The unit said that after inquiring about the background system, the netizen’s vehicle entered the berth of Tantouchong Road (Kaiyuan Road-Liangtang Road) at 19:31 on November 22, and left at 08:00 on November 23, because the high-level video of this section has just been put into operation, and the vehicle failed to correctly identify the license plate number when entering, resulting in expenses. After checking the video data, the order did not actually generate any expenses, and it has been corrected in the background system according to the actual situation. The charging standard of Tantouchong Road section of Changsha Maternal and Child Health Hospital is as follows: the charging period is 8:00-20:00, 3 yuan/hour, and the parking fee is exempted if the parking time does not exceed 30 minutes, and the parking fee will be charged together with the first 30 minutes if it exceeds 30 minutes, and the 12 yuan will be limited for 24 hours, and the parking fee for new energy vehicles will be halved. Because the road section is located around the hospital, parking fees will be halved on weekends, except for free parking on important holidays (New Year’s Day, Spring Festival, Qingming Festival, May Day, Dragon Boat Festival, Mid-Autumn Festival and National Day) to alleviate the problem of parking in the hospital.

After receiving the feedback from the unit, the netizen took the initiative to leave a message to express his gratitude: "Thank you, leaders, the responsible unit has been exempted from 3 yuan, and thank you again!"

[opinion]

In recent years, with the improvement of people’s living standards, the traffic volume in cities is increasing, the parking space resources are always limited, and the problem of "difficult parking, difficult parking" is becoming increasingly serious. In order to alleviate the problem of "difficult parking" in urban areas, smart parking system has been applied to daily urban management. The application of smart parking system not only reduces the time consumption of car owners looking for parking spaces, but also effectively uses parking resources, greatly relieves traffic congestion, and can also improve urban public safety and help smart city planning. In the process of building a smart parking project, Changsha County fully listened to the suggestions of the masses, repeatedly discussed the parking lot location, charging time and price setting, actively solved the mass problems, and strived to provide more convenient parking services for the people in Xingsha.

On May 2, the reporter saw in a supermarket in Meiyuan Road, Haikou City that a leaflet of coupons was posted at the door, and many customers used coupons to shop. "The use of coupons has greatly increased the turnover, and we have also increased our publicity efforts, asking customers whether they have received coupons and striving for the biggest discount for customers." Clerk Zhang Hongyin said.

In addition to issuing coupons, Hainan also issued 10 million yuan of digital RMB consumption benefits on May 1 to carry out duty-free shopping activities. Passengers from outlying islands inside and outside Hainan Province can spend money in duty-free shops, which can be directly deducted, and can also be used for preferential activities such as discounts on duty-free shops.

Cadres are keen on organizing games to drink and play cards? Scanable code report

BEIJING, Beijing, March 17th (Xinhua)-Work is "lying flat", "eating heart" does not change, alcohol addiction is hard to stop, people are keen on organizing games, and playing cards to slap eggs … …

A few days ago, the Supervision Committee of the Commission for Discipline Inspection of Xuancheng City, Anhui Province issued the "Announcement on Accepting Complaints and Reports on Outstanding Cadres’ Work Style in the City", and the above behaviors were all within the scope of reporting.

The problem of "six heavy and six light" can be reported.

The outstanding problems of cadres’ work style accepted by Xuancheng this time are focused on the "six stresses and six despises" in environmental work for the people and enterprises: the problem of emphasizing form over content, the problem of emphasizing process over results, the problem of emphasizing procedure over effectiveness, the problem of emphasizing overweight over burden reduction, the problem of emphasizing achievements over potential achievements, and the problem of emphasizing pleasure over struggle.

For example, we should pay more attention to form than content, implement the decision-making and deployment of superiors, pretend to engage in form, mechanically implement policy measures and work arrangements, copy them, serve the masses well, look good, and do difficult things.

Emphasis on achievements over potential achievements, biased view of achievements, disrespect for objective reality and the needs of the masses, arbitrary decision-making, blind decision-making, illegal decision-making, superficial articles, image projects, keen on piling bonsai, creating bright spots, and ostentation and extravagance.

Pay more attention to pleasure than struggle, work lightly, be afraid of hardship and tiredness, be a "lying-flat" cadre, pursue extravagant enjoyment, "eat your heart", be addicted to alcohol, be keen on organizing games to drink, play cards and slap your eggs, and even take advantage of your position to eat and get cards.

In the reporting methods announced by Xuancheng City, in addition to the letter address and telephone number, there are also websites and new media channels. The announcement also includes a QR code for reporting WeChat.

Open more reports, engage in appraisal, and rectify the style of cadres

In response to the problem of cadres’ work style, in recent years, many channels for reporting by the masses have been opened.

In June last year, Wolong District, Nanyang City, Henan Province issued an announcement to collect clues about the problem of "lying cadres" in all units in the region.

The collection of clues for "lying cadres" includes 10 aspects, such as "muddling through work and being satisfied with meeting" and "‘ Statement ’ After that, nothing ‘ Performance ’ , serving the masses depends on ‘ Performance ’ " "I don’t say anything at ordinary times, I don’t know anything", and so on.

Last year, Hanshou County, Hunan Province launched a public image evaluation activity for cadres. According to the main image of cadres at work, the evaluation content was divided into four types: "practical, chatting, making trouble and lying flat".

For example, cadres who dare to take responsibility, be conscientious and achieve remarkable results are practical; The cadres who are "idle, sit and talk, tell others what to do, have a low eye, make a good statement, implement it poorly, and talk about people behind their backs" are chatty; Cadres who "don’t talk about politics, talk nonsense that they shouldn’t, buck-passing, and disobey" are mischievous; Cadres who "have low work standards, are not enterprising, muddle along, have no motivation, are helpless and let nature take its course" are lying flat.

In Guizhou, the Commission for Discipline Inspection and Supervision of Honghuagang District, Zunyi and the Business Environment Bureau of the Joint District also set up the "Snail Award", which included procrastination, perfunctory responsibilities, disregard for the interests of the masses, and ineffective rectification of problems, and awarded the "Snail Award" in the form of monthly assessment and quarterly awards.

Let cadres who muddle along and do nothing have no market.

In this year’s Spring Festival Evening sketch "Pit", the "lying cadres" portrayed by actor Shen Teng became a hot topic for a while.

According to the commentary published on the website of the State Supervision Commission of the Central Commission for Discipline Inspection, the treatment of "lying cadres" requires the right medicine and multiple measures. One of the most important aspects is to establish and improve a scientific mechanism for selecting and employing people, encourage them to take responsibility, identify, select and make good use of cadres, resolutely say no to "lying cadres", firmly applaud those responsible, and select "aggressive" and "dry" to avoid.

Zhu Lijia, a professor at the Central Party School (National School of Administration), told the reporter of Zhongxin. com that there is no market for cadres who lie flat and do nothing. The starting point of exploration in some places is worthy of recognition. However, the more important task is to improve the performance evaluation mechanism of cadres and consolidate long-term supervision.

Experts said that we should explore the establishment of a "negative list" of work style problems, standardize and program the daily cadre supervision system, strengthen performance evaluation and social supervision, and look at achievements, effects and word of mouth, so that cadres can’t "lie flat" or dare to "lie flat". An associate professor who bought a paper was dismissed for plagiarism, but the agency was at large.

An associate professor who bought a paper was dismissed for plagiarism, but the agency was at large.

Recently, Jin Peng, a graduate of Anqing Normal University in 2012, reported that Zhao Jingchun, an associate professor at the School of Humanities and Media of zunyi normal University, had plagiarized his undergraduate thesis in the article "On the Criticality of Liu Zhenyun’s Officialdom Novels" published publicly in 2013.

"My graduation thesis is more than 10,000 words, which was written under the guidance of many teachers." Jin Peng said that the article published by the other party is exactly the same as his own paper, and even the title and secondary title have not been changed. "My paper has not been published, and it may have been leaked when it was transmitted between classmates."

Later, according to China Youth Daily, Zhao Jingchun admitted to plagiarizing the paper, and said that he was lucky enough to buy it from an intermediary for 3,000 yuan. After receiving the paper, he did not make any changes and directly transferred to Journal of zunyi normal University.

The school also set up an investigation team and found that Zhao Jingchun’s encroachment on other people’s academic achievements was true and the circumstances of academic misconduct were more serious. Luo Liangjin, director of the school’s propaganda department, told the Beijing News reporter that the school made a decision: dismissing Associate Professor Zhao Jingchun; Announce the withdrawal of the paper, and announce the cancellation in the newspaper; Terminate and cancel all kinds of scientific research projects undertaken by it, and cancel its project application qualification within two years.

Previously, this paper appeared on Zhao Jingchun’s list of higher education titles in 2013. A few months later, Zhao Jingchun was hired as an associate professor from a lecturer. Luo Liangjin explained that because this is an undergraduate graduation thesis, it was not published publicly, and it was really not available when the journal system was audited.

The Beijing News reporter found that there are many writing agencies for papers, and according to the other party’s academic qualifications, topics, publishing platforms and other "offers", some of them received 700 yuan in thousands of words. And many companies provide one-stop service for writing and sending.

In the sale of papers, many paper writing agencies claim that originality is guaranteed. In this regard, experts said that most papers produced by writing agencies are not original. Once found out, buyers will face relevant penalties, but it is difficult for agencies and individuals to hold them accountable.

  ■ Dialogue

Jin Peng, the original author of the exclusive dialogue paper of the Beijing News reporter:

Don’t kill the other person with a stick.

Beijing News: How do you want to check the 2012 papers online?

Jin Peng: On the morning of August 3rd, a colleague in the office said that he would publish a paper and asked me for advice. I casually searched online and found that both HowNet and Wanfang System had this article, and the signature was not mine. I immediately clicked in to check the contents and found almost the same.

Beijing News: How did you feel at that time?

Jin Peng: Very angry. Because I like writing very much at ordinary times, I saw that the article was stolen and wanted to know what was going on.

Beijing News: How to release the report information?

Jin Peng: I described the process of paper creation on my WeChat account. At that time, I really worked hard and cherished this achievement. I hope that in this way, the plagiarists will take the initiative to find me and give an explanation.

Beijing News: How was the paper leaked? Did you ever think about publishing it?

Jin Peng: At the time of graduation, some younger brothers and sisters wanted to learn from them, so I sent them the electronic version of my thesis, which may have leaked out and ended up in the hands of an intermediary.

I had planned to take the academic road before, but I didn’t pass the exam in English. At the end of April, I was busy looking for a job and taking various exams. I thought about publishing a paper, but I gave up considering that it was difficult for undergraduates to publish.

Beijing News: After the incident, how did the other party explain it?

Jin Peng: On August 6th, Mr. Zhao Jingchun called me twice. He sincerely apologized and admitted that it was his mistake. He told me that the agent said that this paper was originally created by someone in the agency. He thought that spending 3000 yuan was equivalent to buying someone else’s copyright, so he didn’t change it much and used it directly. I had no idea that this was an undergraduate thesis.

Beijing News: Recently, you issued a public notice saying that you will no longer be held accountable. I hope the school can handle it lightly?

Jin Peng: I know that he didn’t intentionally copy my works in full, and zunyi normal University has also set up an investigation team, and the social attention is very high. I think he has been punished as he should, so there is no need to go further.

In the past two days, I have seen the school’s punishment for Mr. Zhao, and there are many voices of public condemnation. I believe he has suffered a lot. I have checked his resume and know the hard work of doing academic work. He also mentioned to me that the academic pressure in the first half of 2013 was great, and all the papers submitted did not respond. He may be at the threshold of evaluating his professional title, hoping not to be killed with a stick, and he should be given a chance to correct it.

Beijing News: What do you think of the result of handling things?

Jin Peng: I think the school’s punishment is quite severe. If you search this article online in the future, it would be better to correct the signature in HowNet, Baidu Library and other places.

  ■ Depth

  one

There is a paper writing agency that "receives 700 words"

Zhao Jingchun said that the paper was purchased from an intermediary for 3,000 yuan. Yesterday, the Beijing News reporter searched for "papers to write on behalf of others", and found many agencies to write on behalf of others, such as Star paper net, Worry-Free paper net, First paper net, etc., and the homepage of the website has a dialog box for writing consultation.

A staff member surnamed Yu of Star paper net said that it is 1,400 yuan to provide one-stop service for writing and distributing periodical papers. "The writers are all doctoral students in school, ensuring originality and quality."

The online consultant of 51 Worry-Free paper net provided a website, which was opened as a "demand sheet for writing on behalf of others", including the title of the paper, expected price, word requirements and many other contents. The other party suggested that after filling in according to the specific requirements, there will be a professional writing teacher to inform the required writing time and price by email.

On the homepage of Taobao, the Beijing News reporter typed in the word "paper", and on the right side of the page, a row of online stores marked with the words "high-end customization" and "writing articles for others" appeared.

Some businesses are obscure, and the product information of "Integrity Ghost Studio" is classified as "propaganda copy"; There are also businesses openly hawking, and the webpage of the "General Editorial Department of Regular Periodicals Call for Papers" is directly displayed as "Papers published with the title of evaluation. thesis title, a provincial-level national cn periodical, issued articles on medical education, economy and electricity (sic)".

Many businesses have said that there is no problem in writing papers. According to the other party’s educational background and topic, the price and completion time are also different.

Among the four institutions that were asked to write papers, the price of thousands of words ranged from 150 yuan to 700 yuan. According to the grades of academic journals published by buyers, the writers were divided into three categories: undergraduates, in-service masters, and university teachers. At the same time, they promised to be absolutely original, and later revised until they were published smoothly. In addition, some merchants also provide agency services, with agency prices ranging from 500 yuan to 1000 yuan.

  2

"Market" is not included in the undergraduate thesis.

Xiong Bingqi, vice president of the 21st Century Education Research Institute, said that the existence of the industrial chain of ghostwriting papers first comes from the abnormal demand for papers. "China’s colleges and universities require papers for students’ study and for teachers’ assessment and rating."

Secondly, China’s universities regard the number of papers published as an important school achievement. When evaluating teachers and students, some schools only require the submission of titles and periodicals of published papers, and do not review the papers themselves at all. This has led some teachers and students who are eager for quick success and instant benefit to take "shortcuts".

In the sale of papers, many paper writing agencies claim to ensure the originality and quality of papers. In this regard, a university teacher who asked not to be named said that most of the papers produced by writing agencies are not original. Part of it comes from copying and piecing together, and the other part is to acquire unpublished papers. The acquisition channel may be to take over every link of the paper.

The thesis that Zhao Jingchun bought from the agency was finally identified as Jin Peng’s undergraduate thesis. And this paper even appeared on the list of its higher education title evaluation. The school said that because "undergraduate graduation thesis was not published publicly", the journal system could not be queried during the audit.

Xiong Bingqi said that at present, the papers of graduate students and doctoral students are uploaded through the academic journal network, but the graduation papers of undergraduates in almost all schools are not included in the academic journal network.

He analyzed that the reason may be that academic journals think that the quality of undergraduate papers is not high. But "this provides an opportunity for the paper writing agency. Many writing agencies buy unpublished undergraduate papers at low prices and then resell them to earn the difference. "

"Even if the purchased paper is successfully published, it does not mean that it is original." Xiong Bingqi reminded that writing agencies can make full use of the time difference of academic database retrieval to copy papers that have just been published or have passed the defense but have not been entered into the academic database. Such a paper will be exposed sooner or later, even if it escapes the examination of academic journals.

  three

There are penalties for buying papers, and it is difficult for sellers to be held accountable.

The Ministry of Education’s Measures for Preventing and Handling Academic Misconduct in Colleges and Universities stipulates that "plagiarism, plagiarism, and embezzlement of other people’s academic achievements" should be regarded as academic misconduct; The Measures for Handling the Falsification of Dissertations also clearly stipulates that if the dissertations are purchased, written by others, plagiarized or forged data, their qualifications for degree application may be cancelled; If a degree has been obtained, the awarding unit may revoke its degree.

Zhao Jingchun’s plagiarism was identified as a serious academic misconduct, and he himself was dismissed as an associate professor. However, there are no penalties for the intermediary agencies that provide papers for them.

Ren Mengshan, an associate professor at China Communication University, mentioned that although colleges and universities have corresponding punishment measures for students and teachers who plagiarize papers, there is no relevant law in China that explicitly prohibits writing papers for institutions and individuals, and the regulation and management of this piece is still blank.

Xiong Bingqi also said that the original "commitment" of writing papers on behalf of others is not reliable. Once the buyer of the paper is exposed to plagiarism, he will be held accountable for academic misconduct, and the responsibility for plagiarism will also be borne by himself. In addition, it is difficult for him to investigate the responsibility of the writing agency for not speaking credit, because such behavior is illegal and not protected by law.

Director Liu Changsong of Mu Gong Law Firm believes that writing a thesis on behalf of others is equivalent to taking the test in the exam, and the nature of administrative punishment is the same. This practice undermines the academic affairs system and the examination system, and the competent department should stop and punish it according to the departmental regulations of the Ministry of Education.

There are 703 non-legacy projects at all levels in the city.

Among the fifth batch of provincial intangible cultural heritage representative projects published by Yunnan Province, 21 items in Kunming were selected, covering eight categories, including traditional music, folk art and folk customs.

The unique geographical and cultural environment makes Kunming have a large number of intangible cultural heritage with rich categories and outstanding value. In order to protect and inherit the intangible cultural heritage, in July 2018, the Regulations on the Protection of Intangible Cultural Heritage in Kunming was implemented, and Kunming became the first city in the province to promulgate local regulations on the protection of intangible cultural heritage.

According to the data of Kunming Culture and Tourism Bureau, up to now, there are 703 non-legacy projects in Kunming, including 7 national, 75 provincial, 270 municipal and 351 county-level projects. How often should 85% of Chinese adults suffer from periodontal disease wash their teeth?

CCTV News:Today is "national love teeth day". According to the results of the third national oral epidemiological survey, more than 85% of adults in China suffer from periodontal diseases, which are closely related to the health of other organs in the whole body.

Periodontal diseases are related to organ health.

Periodontal diseases mainly include gingivitis and periodontitis. It is a common oral disease that gingiva and tissues around teeth are inflamed and destroyed under the action of dental plaque, which leads to tooth loosening and falling off.

The oral cavity is the entrance of respiratory tract and digestive tract. Periodontal diseases not only harm the oral cavity, but also are closely related to the whole health. When periodontal diseases occur, a large number of bacteria gather on the tooth surface and periodontal area, forming erosive ulcer surface. When a large number of bacteria accumulate on the ulcerated surface, daily chewing activities can make bacteria and toxic products enter the blood circulation, increasing the risk of systemic diseases.

Luan Qingxian, director of the Department of Periodontology at Peking University Stomatological Hospital, pointed out that periodontal diseases are linked to the heart, the brain, the lungs, the stomach and the next generation. For example, research now believes that if there are inflammatory factors in the blood, it will increase the prevalence of diabetes. Other studies have shown that the prevalence of cardiovascular and cerebrovascular diseases in patients with periodontal diseases will also increase.

Prevention of periodontal diseases and avoidance of obsolescence

The tooth loss rate of the elderly aged 65 to 74 in China is as high as 86%, while 10% of the elderly have no teeth at all. Experts remind that missing teeth will add a lot of burden to the digestive system and cannot be underestimated.

Tooth loosening is a slow process of physiological change, and the most effective way to avoid tooth loss is to prevent periodontal disease. Symptoms of periodontal disease include gingival bleeding, gingival swelling, pain, etc., which can cause teeth to loosen or even fall off in severe cases. Plaque and tartar are the chief culprit of periodontal disease, and adults should wash their teeth once a year.

Some people say that it is a natural law for people to lose their teeth when they are old, and there is no need to repair them. The doctor reminded that if the teeth are missing, the balance of the whole mouth will be disturbed. If not repaired in time, the rest of the teeth will be tilted, displaced and periodontal damage will be caused.

Children and pregnant women should pay special attention to oral health.

Special attention should be paid to the oral health of children and pregnant women. Children’s oral examination should start within 6 months after the first deciduous tooth erupts, once every six months. The oral health of pregnant women is not only related to their own health, but also affects the health of the fetus, which may lead to premature delivery and low birth weight infants. Moreover, during pregnancy, due to factors such as hormonal changes in the body and decreased immunity, pregnant women are particularly prone to cause dental and gingival lesions.

Small floss is a good helper for tooth cleaning.

A large number of studies have confirmed that although periodontal disease is the most prevalent oral disease, it can be prevented and cured. In addition to brushing our teeth on weekdays, there is also a small tool that can help us clean the plaque between our teeth, and that is dental floss.

The doctor said that brushing teeth with a toothbrush can only clean 70% of teeth, and the other 30% is the gap between teeth. Many oral diseases are caused by the uncleanness of the gap between teeth. Flossing can effectively remove residual food, soft tartar and clean dental plaque.

How to use dental floss stick correctly?

For patients who floss for the first time, a dental floss stick is a good choice. When you use the dental floss stick, the dental floss is directed at the gap between teeth, and gently slides the gap between teeth by horizontal pulling and oblique pulling, so that the dental floss is "C"-shaped, and then it is pulled up and down for four to six times, and then the other side, which is also the "C"-shaped, is cleaned, and then it is pulled up and down for four to six times, and finally the dental floss is slowly pulled out from the gap.

Experts emphasize that dental floss cannot be reused. Some friends reuse the same dental floss for convenience, which is very undesirable. Because dental floss will carry a lot of germs after cleaning teeth, and these germs can’t be washed clean with water. Frequent use may bring more bacteria to teeth, so be sure to pay attention!

There is no harm in using dental floss. As long as you master the correct use method, don’t use too much force to avoid damaging your gums, you can floss once or twice a day.
