The "Implementation Measures" have been officially implemented since March 10, 2024. According to the "Implementation Measures", the original application conditions of "being legally and stably employed in this city and paying social insurance for urban workers for not less than 12 months" were adjusted to "being legally and stably employed in this city", that is, the restriction condition of paying social insurance for not less than 12 months was cancelled. Chapter I General Provisions

Article 2 These Measures shall be applicable to non-Nanjing registered personnel who have stable employment and life in this Municipality and meet the prescribed conditions and settle in this Municipality through points.
Where there are other provisions of the state and province on the settlement of points, those provisions shall prevail.
Article 3 The term "settlement of points" as mentioned in these Measures refers to quantifying and assigning points to the conditions of those who intend to settle in this city through points according to the requirements of the points index system, and reaching the specified score, so that those who intend to settle in this city can move their accounts into urban areas of this city.
Article 4 The settlement of points shall follow the principles of openness, transparency, fairness and justice.
Article 5 The municipal public security department is responsible for taking the lead in implementing the settlement of points, building and improving the information management system for settlement of points, and doing a good job in the summary of points.
The municipal human resources and social security department is responsible for the integral management of professional and technical qualifications, professional skills, social insurance, recognition and reward.
Municipal development and reform, data, education, real estate, planning and natural resources, taxation, intellectual property and other departments are responsible for social credit, academic certificates, residence, tax payment, scientific and technological achievements and other points management according to their respective responsibilities.
Chapter II Conditions and Index Scores
Article 6 To settle in this city through points, the following conditions shall be met at the same time:

(2) Being legally and stably employed in this Municipality.
(3) Having no serious criminal record.
Article 7 The settlement index of points consists of basic indicators, plus points indicators and minus points indicators.

Article 8 The basic indicators of the intentional person include:

Those who pay social insurance for urban workers in three provinces and one city in the Yangtze River Delta region will be included in the calculation of the payment period of our city and assigned points.

Chapter IV Supplementary Provisions
Eighteenth the meaning of the following terms in these Measures:
(1) Being legally and stably employed in this Municipality refers to being employed and starting a business in this Municipality and paying social insurance for urban workers in this Municipality (including basic old-age insurance for urban workers and basic medical insurance for urban workers).
