People’s governments of all provinces, autonomous regions and municipalities directly under the Central Government, ministries and commissions and institutions directly under the State Council:
The restriction of resources and environment is a prominent contradiction in China’s current economic and social development. Solving the problem of energy conservation and environmental protection is an important and urgent task to expand domestic demand, stabilize growth, adjust the structure and build an upgraded version of China’s economy. Accelerating the development of energy-saving and environmental protection industries is of great significance for stimulating investment and consumption, forming new economic growth points, promoting industrial upgrading and development mode transformation, promoting energy conservation and emission reduction and improving people’s livelihood, realizing sustainable economic development and ensuring the comprehensive construction of a well-off society in 2020. In order to speed up the development of energy-saving and environmental protection industries, we hereby put forward the following opinions:
I. General requirements
(1) Guiding ideology.Firmly establish the concept of ecological civilization, based on the present and long-term, focus on improving the technical level and competitiveness of industries, take enterprises as the main body, take the market as the guide and rely on projects, strengthen government guidance, improve policy mechanisms, cultivate standardized markets, focus on technological innovation, vigorously improve the level of technical equipment, products and services, promote the rapid development of energy-saving and environmental protection industries, release potential market demand, form new growth points, and expand domestic demand, stabilize growth and adjust.
(2) Basic principles.
Innovation leads and service improves.Accelerate the pace of technological innovation, break through key core technologies and common technologies, narrow the gap with the international advanced level, and enhance the supply capacity of technical equipment and products. We will implement new market-oriented energy-saving and environmental protection service formats such as contract energy management, franchising and comprehensive environmental services.
Demand traction, engineering drive.Create a green consumption policy environment, promote energy-saving and environmental protection products, accelerate the implementation of key projects of energy conservation, circular economy and environmental protection, release the consumption and investment demand of energy-saving and environmental protection products, equipment and services, and form a powerful impetus to the development of energy-saving and environmental protection industries.
Law-driven and policy-motivated.Improve energy conservation and environmental protection laws and standards, strengthen supervision and management, improve policy mechanisms, strengthen industry self-discipline, standardize market order, and form an incentive and restraint mechanism to promote the rapid and healthy development of energy conservation and environmental protection industries.
Market-led, government-guided.Give full play to the basic role of the market in allocating resources, take market demand as the guide, and stimulate the enthusiasm of all kinds of market subjects by means of reform. In view of the weak links and bottlenecks in industrial development, we will effectively play the role of government planning guidance, policy incentives and regulation.
(3) Main objectives.
The level of industrial technology has improved significantly.The enterprise’s technological innovation and the ability to integrate and transform scientific and technological achievements have been greatly improved. Key breakthroughs have been made in the research and development of key core technologies such as efficient and graded utilization of energy, prevention and safe disposal of pollutants, resource recovery and recycling, and the quality and performance of equipment and products have been significantly improved, forming a large number of major equipment and products with intellectual property rights and international competitiveness, and some key common technologies have reached the international advanced level.
Domestic equipment and products basically meet the market demand.Through the introduction of digestion, absorption and re-innovation, we will strive to improve the technical level of products, promote the wide application of key materials for energy conservation and environmental protection and important equipment and products in various fields of industry, agriculture, service industry and residents’ life, and provide strong technical support for achieving the goal of energy conservation and environmental protection. Energy-using units have widely adopted new energy-saving service mechanisms such as "energy-saving doctor" diagnosis, energy contract management and energy manager system to improve energy management. The operation of urban sewage and garbage treatment and desulfurization and denitrification facilities has basically realized specialization, marketization and socialization, and comprehensive environmental services have been vigorously developed. We will build a number of demonstration bases of energy-saving and environmental protection industries with advanced technology, sound supporting facilities and standardized development, and form a benign industrial development pattern with large backbone enterprises as the leader and the majority of small and medium-sized enterprises as the supporting facilities.
The role of radiation driving has been fully exerted.Improve the incentive and restraint mechanism and establish a unified, open, fair competition and standardized and orderly market order. The average annual growth rate of the output value of energy conservation and environmental protection industries is above 15%. By 2015, the total output value will reach 4.5 trillion yuan, making it a new pillar industry of the national economy. Effectively stimulate consumer demand by promoting energy-saving and environmental protection products; By enhancing engineering and technical capabilities, it will stimulate the growth of social investment in energy conservation and environmental protection, and strongly support the transformation and upgrading of traditional industries and accelerate the transformation of economic development mode.
Two, around the key areas, promote the development level of energy conservation and environmental protection industry.
At present, it is necessary to speed up the research and development, promotion and industrialization of related technologies and equipment around key areas with wide market application, great potential for energy conservation and emission reduction and obvious demand-driven effect, so as to promote the overall development level of energy conservation and environmental protection industries.
(1) Accelerate the upgrading of energy-saving technologies and equipment, and promote energy conservation and efficiency improvement in key areas.
Popularize high-efficiency boilers.Develop a number of high-efficiency boiler manufacturing bases and cultivate a number of large-scale backbone production enterprises of high-efficiency boilers. Focus on improving the technical level of boiler automation control, matching optimization of main and auxiliary machines, fuel variety adaptation, deep recovery of low-temperature flue gas waste heat, and efficient combustion of small coal-fired boilers, and increase the application and promotion of high-efficiency boilers.
Expand the application of high-efficiency motors.Accelerate the development of high-efficiency motor industry and build 15-20 industrial bases of high-efficiency motors and their control systems. Vigorously develop three-phase asynchronous motor, rare earth permanent magnet coreless motor and other high-efficiency motor products, and improve the technical level of high-efficiency motor design, matching and key materials and equipment, as well as high-voltage frequency conversion, reactive power compensation and other control systems.
Develop regenerative combustion technology and equipment.We will build a number of manufacturing bases featuring efficient combustion, heat exchange and cooling technologies, and accelerate the industrial demonstration and large-scale application of major technologies and equipment. The key point is to integrate energy-saving technologies such as optimizing furnace structure, preheating and strengthening radiation heat transfer to improve the combustion efficiency of heating furnace. Strive to make breakthroughs in premixing and heat storage combination, research and development of heat storage materials, and miniaturization of heat storage burners.
Accelerate the technical research and demonstration and popularization of new energy vehicles.. Accelerate the implementation of energy-saving and new energy vehicle technology innovation projects, vigorously strengthen the technological innovation of power batteries, focus on solving the problems of safety, reliability and lightweight of power battery systems, strengthen the research and development and industrialization of key components such as drive motors, core materials and electronic controls, accelerate the improvement of supporting industries and charging facilities, and demonstrate and promote pure electric vehicles, plug-in hybrid vehicles and aerodynamic vehicles.
Promote the industrialization of semiconductor lighting.Integrate existing resources, improve industrial concentration, cultivate 10-15 leading enterprises with core technologies, intellectual property rights and well-known brands, build a number of industrial clusters with perfect industrial chains, and localize key production equipment and important raw materials. Accelerate the research and development of core materials, equipment and key technologies, and focus on solving major technical problems such as heat dissipation, modularization and standardization.
(two) to improve the level of environmental protection technology and equipment, governance outstanding environmental problems.
Demonstration and popularization of atmospheric control technology and equipment.Accelerate the industrialization development, popularization and application of key technologies and equipment for atmospheric control. Vigorously develop denitration catalyst preparation and regeneration, resource-based desulfurization technology and equipment, promote the development and application of high-temperature and corrosion-resistant fibers and filter materials, accelerate the development of selective catalytic reduction technology and selective non-catalytic reduction technology and equipment, as well as automotive exhaust gas purification technology and equipment with high efficiency, high capacity and low resistance, and implement industrialization demonstration projects.
Develop new water treatment technology and equipment.Promote the formation of a number of water treatment technology and equipment industrialization bases. Focus on the development of Qualcomm-capacity and durable membrane materials and components, large-scale ozone generators, high-efficiency fluoride, arsenic and sulfate removal technology for groundwater, complete sets of treatment equipment for high-concentration refractory industrial wastewater, and technical equipment for sludge reduction, harmlessness and resource utilization.
Promote the complete set of garbage disposal technology and equipment.We will vigorously promote advanced technologies and equipment for garbage disposal by various means, such as developing demonstration applications, publishing recommended catalogues, and improving engineering standards. Focus on the development of large-scale garbage incineration facilities grate and its transmission system, circulating fluidized bed pretreatment technology, incineration flue gas purification technology and landfill leachate treatment technology, etc., focusing on promoting domestic garbage incinerators with a capacity of more than 300 tons/day and complete sets of flue gas purification equipment.
Remediation technology for overcoming polluted soil.Focus on research and development of in-situ stabilizer and heterotopic fixative for contaminated soil, bioremediation technology, safe treatment and resource utilization technology for contaminated soil, implementation of industrialization demonstration projects, and accelerated popularization and application.
Strengthen the development and application of environmental monitoring instruments and equipment.Increase fine particulate matter (PM)2.5) Monitor the stability of instruments and equipment, improve the monitoring data system and improve the quality control level of equipment production. Develop online monitoring instruments and equipment for air, water and heavy metals, and cultivate and develop a number of key enterprises with core technologies, reliable product quality and high market recognition. We will speed up the construction of online real-time monitoring stations and networks for environmental quality such as atmosphere and water, and equip them with advanced and reliable environmental monitoring instruments and equipment.
(3) Developing technology and equipment for recycling resources and improving the output rate of resources.
Improve the level of remanufacturing technology and equipment.Improve the innovation ability of the remanufacturing industry, and promote the remanufacturing technology of products such as nano-brush plating and laser cladding forming. Research and development of remanufacturing technology and equipment such as nondestructive disassembly, surface pretreatment, fatigue residual life evaluation of parts and components. Focus on supporting the establishment of 10-15 national remanufacturing industrial clusters and a number of major demonstration projects, and greatly improve the application rate of equipment based on surface engineering technology.
Construction of "urban minerals" demonstration base.Promote the clean recovery, large-scale utilization and industrialization of renewable resources. Popularize technologies such as crushing and shearing of large-scale scrap steel, crushing and sorting of scrapped automobiles and used electrical appliances. Improve the equipment level of fine separation and purification of rare and precious metals, plastic modification and efficient sorting of mixed waste plastics, and recycling of all components of waste batteries. Support the construction of 50 "urban mineral" demonstration bases, accelerate the construction of renewable resources recovery system, and form a processing and utilization capacity of renewable resources of more than 80 million tons.
Deepen the comprehensive utilization of waste.Promote the construction of demonstration bases for comprehensive utilization of resources, encourage industrial agglomeration and cultivate leading enterprises. Actively develop key common technologies and complete sets of equipment for high-value utilization such as extracting valuable elements from tailings and producing superfine fibers from coal gangue. Development and utilization of industrial waste to produce new building materials and other large-scale, refined and complete sets of technical equipment. Increase the research and development of recycling technology for waste batteries and fluorescent lamps. Support the comprehensive utilization of bulk solid waste and improve the technical content and added value of products for comprehensive utilization of resources. Promote the comprehensive utilization of straw in the main grain and cotton producing areas. Accelerate the construction of facilities for harmless treatment and resource utilization of kitchen waste.
Promote technological innovation of seawater desalination.. Cultivate a number of seawater desalination industrial bases integrating research and development, incubation, production, integration, inspection and testing and engineering services. Demonstration and popularization of membrane method, thermal method and coupling method seawater desalination technology and seawater desalination mode with electricity and water co-production, and improvement of key components and system integration technology such as membrane module, high-pressure pump and energy recovery device.
(4) Innovating the development mode and expanding the energy-saving and environmental protection service industry.
Develop energy-saving service industries.We will implement financial incentives, tax incentives and accounting systems, support key energy-using units to implement energy-saving transformation by adopting contract energy management, carry out energy audit and "energy-saving doctor" diagnosis, build a "one-stop" comprehensive service platform for contract energy management, and the number, scale and efficiency of specialized energy-saving service companies will increase rapidly. Actively explore market-oriented energy-saving mechanisms such as energy-saving volume trading.
Expand the environmental protection service industry.In key areas such as urban sewage treatment, domestic garbage treatment, flue gas desulfurization and denitrification, and industrial pollution control, we will encourage the development of environmental protection service general contracting and environmental management franchise models, including system design, complete equipment, engineering construction, commissioning and operation, and maintenance management. The proportion of professional and socialized services in the whole industry has greatly increased. Accelerate the development of emerging environmental protection services such as ecological environment restoration, environmental risk and damage assessment, emission trading, green certification, and environmental pollution liability insurance.
Cultivate the remanufacturing service industry.Support specialized companies to provide personalized remanufacturing services for high-value vulnerable parts of equipment in industrial and mining enterprises by using technologies such as surface repair and laser, and establish information management systems such as remanufacturing core recycling, product marketing and traceability. Promote the construction of a waste reverse logistics trading platform.
Third, give play to the leading role of the government and lead social funds to invest in energy conservation and environmental protection projects.
(a) to strengthen energy-saving technological transformation.Give full play to the guiding role of financial funds, adopt subsidies, incentives, interest subsidies and other ways to promote enterprises to implement energy-saving transformation of key energy-using equipment such as boilers (kilns) and heat exchange equipment, comprehensively promote energy-saving key projects such as motor system energy saving, energy system optimization, waste heat and pressure utilization, energy saving and replacement of oil, transportation energy saving, green lighting, circulation and retail energy saving, improve the energy-saving ability of traditional industries, and accelerate the popularization and application of energy-saving technologies and equipment. Carry out energy-saving transformation of data centers and reduce cooling energy consumption of data centers, supercomputing center servers and large computers.
(two) the implementation of key pollution control projects.Implement the main responsibility of enterprise pollution control, strengthen air pollution control, carry out coordinated prevention and control of multiple pollutants, urge enterprises in key industries to increase investment, actively adopt advanced environmental protection technologies, technologies and equipment, accelerate the transformation of desulfurization, denitrification and dust removal, accelerate the technological transformation of the refining industry, improve oil standards, and eliminate yellow-label vehicles and old vehicles within a time limit. We will launch clean water actions such as safe drinking water, surface water protection, groundwater protection and marine protection, accelerate the construction of key water pollution prevention and control projects such as key river basins, clean water corridors and large-scale livestock and poultry farms, and promote water-saving transformation of key high-water-consuming industries. Implement soil environmental protection projects, focus on heavy metals and organic pollutants, and select typical areas to carry out pilot demonstrations of soil pollution control and remediation. Strengthen the implementation of cleaner production in key industries, support enterprises to adopt advanced and mature cleaner production technologies such as source reduction, toxicity reduction, emission reduction and process control, and implement mercury pollution reduction, lead pollution reduction and highly toxic pesticide substitution projects.
(3) Promote the recycling transformation of the park.Guide enterprises and local governments to increase capital investment, promote the recycling transformation of parks (development zones), and promote the construction of infrastructure such as waste exchange and utilization, energy graded cascade utilization, water classified utilization and recycling, and public service platforms in various parks, so as to realize the effective combination and circular link of projects, enterprises and industries in the park and create an "upgraded version" of the park. Promote a number of national and provincial development zones to improve the output rate of major resources, the output rate of land and the recycling rate of resources, and basically achieve "zero emission".
(4) Accelerate the construction of urban environmental infrastructure.With the input of local governments and enterprises as the mainstay, and the appropriate support of the central government, we will speed up the construction of underground projects for sewage and garbage treatment facilities and supporting pipe networks, and promote the utilization of water in buildings and the recycling of urban sewage. Explore a new way out for urban waste treatment and implement a demonstration project of collaborative resource treatment of urban waste. By 2015, all cities and counties with cities will have centralized sewage treatment capacity and harmless treatment capacity of domestic garbage, and the scale of urban sewage treatment will reach more than 200 million cubic meters/day; The harmless treatment capacity of urban domestic waste has reached more than 870,000 tons/day, and the capacity of domestic waste incineration facilities has reached more than 35% of the total harmless treatment capacity. Strengthen the construction of urban landscaping, improve the function of urban green space and reduce the heat island effect. Promote the construction of an ecological garden city.
(five) to carry out green building action.By 2015, the new green building area will be more than 1 billion square meters, and the proportion of two-star and above green buildings in new urban buildings will exceed 20%; Build a green eco-city (district). Improve the energy-saving standards for new buildings, promote government-invested buildings, affordable housing and large public buildings to take the lead in implementing green building standards, and fully implement household heating metering for new buildings; Promote the heating metering and energy-saving transformation of existing residential buildings; Implement the transformation of heating pipe network for 20,000 kilometers; 2,000 conservation-oriented public institutions have been established in organs at all levels and the education, science, culture and health system, and 60 million square meters of energy-saving renovation of office buildings in public institutions have been completed, which will drive the investment in green building construction and renovation and the development of related industries. Vigorously develop green building materials, popularize and apply bulk cement, ready-mixed concrete and ready-mixed mortar, and promote the industrialization of construction. Actively promote the large-scale application of new energy and renewable energy buildings such as solar power generation, and expand the domestic market demand of new energy industry.
Fourth, promote energy-saving and environmental protection products and expand market consumption demand.
(1) Expand the market consumption of energy-saving products.We will continue to implement and study the policy of adjusting energy-saving products to benefit the people, implement the energy efficiency "leader" plan, and promote the market consumption of ultra-efficient energy-saving products. Strengthen the implementation of energy efficiency labeling and energy-saving product certification system, and guide consumers to buy energy-efficient products. Continue to adopt subsidies to promote products such as high-efficiency and energy-saving lighting and high-efficiency motors. Study and improve the policies of peak and valley electricity prices and seasonal electricity prices, guide the masses to change their lifestyle through reasonable price differences, and promote the application of energy-saving products. In Beijing, Shanghai, Guangzhou and other cities, we will expand the demonstration and promotion scope of new energy vehicles in the public service field, and the proportion of new energy vehicles in new or updated buses will reach more than 60% every year. We will carry out pilot projects to subsidize private purchase of new energy vehicles and new energy taxis and logistics vehicles. By 2015, the energy efficiency level of end-use products will be improved by more than 15%, and the market share of energy-efficient products will be increased to more than 50%.
(two) to stimulate the consumption of environmental protection products and recycled products.We will study policies and measures to expand the consumption of environmental protection products, improve the certification system for environmental protection products and environmental labeling products, and promote products such as fume purifiers, automobile exhaust purifiers, indoor air purifiers, household kitchen waste disposers, concentrated washing powder, etc. to meet the needs of consumers. Liberalize the market control of liquefied petroleum gas (LPG) and expand the use of rural residents. We will carry out the "trade-in" work of remanufacturing, give a certain proportion of subsidies to consumers who return the old parts and buy the "trade-in" remanufacturing promotion pilot products, and focus on promoting remanufacturing engines and motors in the near future. Implement relevant support policies to promote the application of products for comprehensive utilization of resources such as fly ash, coal gangue, construction waste and straw.
(3) Promote government procurement of energy-saving and environmentally-friendly products.We will improve the government’s compulsory procurement and priority procurement system, improve the energy efficiency level and environmental protection standards for purchasing energy-saving and environmental protection products, expand the scope of government procurement of energy-saving and environmental protection products, continuously increase the proportion of energy-saving and environmental protection products, and play a leading role in demonstration. Government official vehicles should give priority to purchasing small-displacement vehicles and new energy vehicles with fuel economy below 1.8 liters (inclusive), and choose pure electric vehicles, and study government procurement support measures for renewable products such as toner cartridges, ink cartridges and recycled paper, as well as remanufactured products of auto parts. Encourage government agencies and institutions to purchase services to improve the efficiency of energy, water and other resources and reduce the use cost. We will promptly study and formulate implementation plans for government agencies and public institutions to purchase new energy vehicles.
Five, strengthen technological innovation, improve the market competitiveness of energy-saving and environmental protection industries.
(1) Support the technological innovation capacity building of enterprises.Strengthen the dominant position of enterprises in technological innovation, encourage enterprises to increase investment in research and development, and support enterprises to take the lead in undertaking national science and technology projects for energy conservation and environmental protection. National key energy-saving and environmental protection technology research centers and laboratories are given priority in the layout of key enterprises. Develop a number of platforms such as industrial technology innovation strategic alliances led by key enterprises and closely integrated with Industry-University-Research. Support the construction of regional energy conservation and environmental protection science and technology service platform.
(2) Accelerate the mastery of major key core technologies.Give full play to the role of major national science and technology projects and special funds for science and technology plans, increase efforts to tackle key common technologies of energy conservation and environmental protection, and accelerate breakthroughs in key technologies and equipment such as energy efficient and graded cascade utilization, pollutant prevention and safe disposal, resource recovery and recycling, carbon dioxide heat pump, low-grade waste heat utilization, and modular heating boilers. Aiming at the commanding heights of future technological development, we will deploy carbon capture, utilization and storage technology and equipment in advance.
(3) Promoting the industrialization of scientific and technological achievements.Select areas with a good foundation for the development of energy-saving and environmental protection industries, build a number of energy-saving and environmental protection industry demonstration bases with industrial agglomeration, outstanding advantages, organic combination of Industry-University-Research’s use and remarkable demonstration role, and support the production, manufacture, popularization and application of complete sets of equipment and supporting equipment, key common technologies and advanced manufacturing technologies. Strengthen the protection of intellectual property rights, promote the construction of investment and financing mechanism for intellectual property rights, encourage the establishment of public service platforms for small and medium-sized enterprises, and introduce support policies to support small and medium-sized energy-saving and environmental protection enterprises to carry out technological innovation and industrialization development. Screening a batch of advanced technology, economical and applicable energy-saving and environmental protection equipment, and expanding its popularization and application.
(4) Promoting international cooperation and talent team building.Encourage enterprises and scientific research institutions to carry out international scientific and technological exchanges and cooperation, and support the construction of innovative talents for energy conservation and environmental protection in enterprises. Relying on the "Thousand Talents Program" and the construction of overseas high-level innovation and entrepreneurship talent bases, we will accelerate the attraction of overseas high-level talents to innovate and start businesses in China. Relying on major talent projects, we will vigorously cultivate high-end talents such as energy-saving and environmental protection scientific and technological innovation and engineering technology.
Six, strengthen the constraints and incentives, and create a favorable market and policy environment.
(1) Improve laws and regulations and standards.Accelerate the formulation (revision) of energy-saving and environmental protection standards, gradually improve the energy efficiency standards of end-use products and the energy consumption quota standards of products in key industries, improve the environmental quality standards and pollutant discharge standards system according to the needs of improving environmental quality, improve the requirements for pollutant discharge control, expand the scope of monitoring pollutants, strengthen the total amount control and toxic and harmful pollutant discharge control, give full play to the role of standards in promoting industrial development, and promote the upgrading and transformation of traditional industries. We will improve laws and regulations on energy conservation and environmental protection, accelerate the formulation of energy conservation assessment and review laws for fixed assets investment projects, and formulate measures for the promotion and management of energy conservation technologies. Strictly enforce the law on energy conservation and environmental protection, severely investigate and deal with all kinds of illegal acts, do a good job in connecting administrative law enforcement with criminal justice, and increase the punishment for environmental pollution crimes according to law. Conscientiously implement the law enforcement accountability system. Strengthen the supervision and inspection of the implementation of energy conservation and environmental protection standards, certification marks, policies and measures. Accelerate the establishment of monitoring and evaluation system and technical service platform for energy conservation and emission reduction.
(2) Strengthen target responsibility.Improve the statistics, monitoring and assessment system of energy conservation and emission reduction, improve the early warning mechanism of energy conservation and emission reduction, strengthen the progress assessment of energy conservation and emission reduction targets, and establish and improve the evaluation system of energy conservation and emission reduction work in the industry. The assessment results as an important part of the comprehensive assessment of leading bodies and leading cadres, into the government performance management, the implementation of reward and punishment measures, the implementation of accountability. Improve the energy-saving assessment and review system, and play an important role in controlling the total and incremental energy consumption. We will implement the energy-saving target of 10,000 enterprises and increase the evaluation and assessment of energy-saving of key energy-consuming enterprises. Implement the target responsibility system for energy conservation and emission reduction, and form a reverse mechanism to promote the development of energy conservation and environmental protection industries.
(3) Increase financial input.We will increase the investment in the central budget and the special funds for energy conservation and emission reduction from the central government for energy conservation and environmental protection industries, and continue to arrange state-owned capital operating budget expenditures to support key enterprises in implementing energy conservation and environmental protection projects. Local people’s governments at all levels should raise awareness, increase investment in research and development of major energy-saving and environmental protection projects and technical equipment, and solve outstanding problems. It is necessary to further transform government functions, improve financial support methods and fund management methods, simplify examination and approval procedures, strengthen supervision, fully mobilize the enthusiasm of all parties, and promote the positive and orderly development of energy conservation and environmental protection industries.
(4) Expand investment and financing channels.Vigorously develop green credit and increase support for energy-saving and environmental protection projects in accordance with the principles of controllable risks and sustainable business. Actively innovate financial products and services, and explore the inclusion of franchise rights in the scope of loan collateral (pledge) in accordance with existing policies and regulations. Support green credit and financial innovation, and establish a green bank rating system. Support financing guarantee institutions to increase the guarantee for energy-saving and environmental protection enterprises that meet industrial policies, good qualifications and standardized management. Support qualified energy-saving and environmental protection enterprises to issue corporate bonds, SME collective bonds, short-term financing bonds, medium-term notes and other debt financing tools. Select energy-saving and environmental protection enterprises with good qualifications and carry out pilot projects of non-public issuance of corporate bonds. Steadily develop carbon sink trading. Encourage and guide private investment and foreign investment to enter the field of energy conservation and environmental protection.
(5) Improve policies on prices, fees and land.Speed up the formulation and implementation of internet access and price policies to encourage the development of waste heat, residual pressure and residual energy generation, back pressure thermoelectric and renewable energy. Improve the time-of-use electricity price policy of power peak and valley, expand the application scope and gradually expand the peak-valley price difference. Punitive electricity prices shall be imposed on enterprises and products that exceed the product energy consumption (electricity consumption) limit standard. Strictly implement the electricity price policy of desulfurization and denitrification in coal-fired power plants and the ladder price of residential electricity, and implement the ladder price of residential water and gas.
Deepen the market-oriented reform of municipal public utilities, improve the management methods of heating metering price and charge, improve the policy of sewage treatment fee and garbage treatment fee, incorporate sludge treatment fee into sewage treatment cost, and improve the system of collecting sewage treatment fee from users of self-provided water sources. Improve the collection method of garbage disposal fees, reasonably determine the carrier and standard of fees, and improve the collection rate and the efficiency of fund use. Key land for energy conservation and environmental protection projects supported by the state, such as urban sewage and garbage treatment facilities, "urban mineral" demonstration bases and centralized resource treatment centers, will be given key protection in the annual land use plan. Strictly implement and constantly improve the existing preferential tax policies for energy saving, water saving, environmental protection and comprehensive utilization of resources.
(6) Implementing a market-oriented mechanism.Establish a "leader" system for energy efficiency of major end-use products, and specify the implementation time limit. Promote energy-saving power generation dispatching. Strengthen power demand side management and carry out comprehensive urban pilot projects. Study and formulate the catalogue of compulsory recycling products and packages, establish an extended producer responsibility system, and promote producers to implement the responsibilities of recycling and disposing of waste products. Encourage the market-oriented construction and operation of urban sewage and garbage treatment facilities by means of government network construction and enterprise factory construction. Deepen the pilot project of paid use and trading of emission rights, establish and improve the policy system of paid use and trading of emission rights, and study and formulate the initial price and trading price policy of emission rights trading. Pilot carbon emission trading. Improve the polluter-pays system, improve the compensation system for mineral resources, and accelerate the establishment of an ecological compensation mechanism.
(7) Support the "going out" and "bringing in" of energy conservation and environmental protection industries.Encourage qualified enterprises to undertake overseas environmental protection projects and service projects. In combination with the needs of recipient countries and China’s aid capacity, we will increase foreign aid in the fields of environmental protection, clean energy and climate change, and support cooperation in related technologies, products and services. Cultivate and build a number of national innovation bases for rejuvenating trade through science and technology. Encourage energy-saving and environmental protection enterprises to participate in various bilateral or international energy-saving and environmental protection forums, exhibitions and trade and investment promotion activities, make full use of relevant platforms for exchange and promotion, carry out international cooperation, and enhance the ability to "go global". Guide foreign investment in energy-saving and environmental protection industries, enrich foreign investment methods, broaden foreign investment channels, and constantly improve the soft environment for foreign investment. Continue to support the introduction of advanced key technologies and equipment for energy conservation and environmental protection. The national policy of supporting the development of energy conservation and environmental protection industries is equally applicable to qualified foreign-invested enterprises.
(eight) to carry out ecological civilization.While doing a good job in the top-level design and overall deployment of ecological civilization construction, we should sum up effective practices and successful experiences and carry out the construction of ecological civilization demonstration areas first. According to the characteristics of different regions, we will select 100 representative regions throughout the country to carry out the construction of ecological civilization demonstration zones in advance, and explore the ecological civilization construction model in line with China’s national conditions. We will steadily expand the comprehensive demonstration scope of fiscal policies for energy conservation and emission reduction, combine new urbanization construction, select some cities as platforms, integrate fiscal policies related to energy conservation and emission reduction and new energy development, tap the potential of domestic demand around low-carbon industries, clean transportation, green buildings, intensive services, reduction of major pollutants, and large-scale utilization of renewable energy, systematically promote energy conservation and emission reduction, promote economic transformation and upgrading, and accumulate experience for cross-regional and inter-basin energy conservation and emission reduction exploration. By trying first, we will promote investment and green consumption in energy conservation and environmental protection and circular economy projects, comprehensively promote resource conservation and environmental protection, give play to typical driving and radiation effects, and form a comprehensive ability of energy conservation, emission reduction and ecological civilization.
(9) Strengthen publicity and education on energy conservation and environmental protection.Strengthen the education on the concept of ecological civilization and the national conditions of resources and environment, and incorporate energy conservation, environmental protection and ecological civilization into the publicity and education system of socialist core values and the system of basic education, higher education and vocational education. Strengthen the supervision and guidance of public opinion, publicize advanced examples, expose negative examples, popularize knowledge and methods of energy conservation and environmental protection, advocate new fashion of green consumption, and form civilized, economical, green and low-carbon production methods, consumption patterns and living habits.
All localities and departments should, in accordance with the requirements of this opinion, further deepen their understanding of the significance of accelerating the development of energy-saving and environmental protection industries, earnestly strengthen organizational leadership and coordination, clarify the division of tasks, implement work responsibilities, and carry out work in a down-to-earth manner to ensure that all tasks and measures are implemented, so as to achieve practical results as soon as possible.
