People’s governments of all provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning, Xinjiang Production and Construction Corps and relevant departments of the State Council:

Consumption is the ultimate demand and the lasting driving force of economic growth. In order to comply with the upgrading trend of residents’ consumption, accelerate the improvement of the system and mechanism for promoting consumption, further improve the consumption environment, give play to the basic role of consumption, and help form a strong domestic market, with the consent of the State Council, we hereby put forward the following opinions:

First, vigorously optimize the domestic market supply

(1) comprehensively enhance the competitiveness of domestic goods and services. Actively promote quality improvement actions and guide enterprises to strengthen total quality management. In-depth development of national quality infrastructure collaborative services and applications, and promote the "one-stop" service pilot. Improve the service industry standard system as soon as possible, and promote the revision and pilot demonstration of service standards in the fields of pension, housekeeping, nursery, culture and tourism, sports and health. Actively promote high-end quality certification in the field of consumer goods, and fully implement the project of "same line, same standard and homogeneity" for domestic and foreign products. Carry out quality grading pilot, advocate high quality and good price, and promote brand consumption and quality consumption. Promote the integration of cultural creativity and design services with manufacturing industry, support enterprises to establish platforms such as industrial design centers and creative design parks, cultivate and introduce creative design talents, and improve the cultural connotation of products. Encourage foreign trade processing and manufacturing enterprises to make full use of their own production capacity, innovate business models, and increase the supply of high-quality goods for the domestic market through self-support and cooperation. Standardize the qualification license of inspection and testing industry, improve the service ability of certification and accreditation inspection and testing technology in the field of consumer goods, and set a demonstration benchmark for enterprises to improve quality. (2) Strengthen the construction of independent brands. In-depth implementation of the "three products" strategy of increasing varieties, improving quality and creating brands. Protect and develop Chinese time-honored brands, establish a dynamic management mechanism, and identify and cultivate a number of Chinese time-honored brands with strong cultural characteristics, high brand reputation and market competitiveness. Strengthen the construction of agricultural brand catalogue system in China, formulate and improve relevant evaluation standards and system norms, and shape a number of internationally competitive agricultural brands in China. We will continue to organize China Brand Day activities, build the brand image of China, improve the visibility and influence of independent brands, and expand the consumption of independent brands by holding the China International Forum on Brand Development, the China Independent Brand Expo and the independent brand consumer experience activities. Encourage industry associations and research institutions to carry out brand research in China. (3) improving the supply of imported goods. Relying on China International Import Expo to actively expand imports and further increase the supply of high-quality goods in the domestic market. Support central cities to strengthen the "first-store economy" and "first-time economy", and encourage internationally renowned brands to launch new products in China market or simultaneously. We will implement the list of cross-border e-commerce retail imported goods and relevant regulatory policies, and supervise cross-border e-commerce retail imported goods according to personal use, except for goods in epidemic areas where the import has been explicitly suspended by the state and goods that have been subject to risk emergency treatment due to major quality and safety risks, so as to further smooth the channels for goods return and exchange. Optimize the network marketing ecology, standardize the management of large-scale cross-border e-commerce platforms, and encourage online to take the lead in realizing the same price for domestic and foreign goods. We will implement measures to reduce import tariffs on consumer goods for daily use, adjust and optimize the collection of some consumption tax items, and move the consumption tax on high-end watches, precious jewelry and jade from the import link to the retail link. (four) to further improve the tax-free industry policy. With the goal of building a tax-free system with China characteristics, we will strengthen the top-level design, break down obstacles to the development of the industry, and improve the quality and level of the industry. Scientifically determine the functional orientation of duty-free industry, adhere to paying equal attention to serving overseas people and Chinese outbound residents, strengthen overall planning for the development of duty-free industry, and improve the policy system of duty-free industry. Improve the policy of duty-free shops in the city and build a number of duty-free shops with China characteristics. Encourage qualified cities to provide land, financing and other support for the construction and operation of duty-free shops in the city, and set up departure pick-up points for duty-free shops in the airport port. Expand the duty-free business at ports and add duty-free shops at ports. According to the improvement of residents’ income level and consumption upgrading, timely study and adjust the duty-free limit and duty-free goods. Set up a certain area of domestic product sales area in duty-free shops, guide relevant enterprises to develop high-quality domestic products with special features for duty-free channels, and build duty-free shops into an important platform to support domestic products, display independent brands and spread national traditional culture. Second, focus on promoting the upgrading of leisure consumption of cultural tourism.

(5) Enriching the cultural tourism products with characteristics. We will build a leisure consumption system that integrates cultural tourism, multi-industry and multi-field, and build a demonstration zone for the integration and development of cultural industry and tourism industry. Promote the protection and inheritance of intangible cultural heritage, and build tourist shopping places with China cultural characteristics. Promote key cities to speed up the construction of cultural and leisure blocks, art blocks, characteristic bookstores, theaters, cultural and entertainment venues, and develop consumer gathering areas with various formats. Standardize the performance ticketing market, strengthen the management of performance tickets and work tickets, and strengthen the supervision of ticketing information. Cultivate new culture and tourism formats, encourage cultural experience tours such as museum tours, science and technology tours and folk customs tours, and develop a number of tourist routes, destinations, performing arts and creative tourism commodities with regional and ethnic characteristics that meet the needs of domestic and foreign tourists. Promote the development of global tourism and enhance the quality and brand influence of national tourist resorts. Encourage all regions to develop inbound island tourism, offshore tourism, rural tourism, ice and snow tourism, historical ancient capital cultural tourism and other special tourism according to local conditions. Accelerate the construction of demonstration area and experimental area for cruise tourism development in China. (6) Improve the inbound tourism and shopping environment. Encourage all regions and industries to use mobile phone applications (APPs) to integrate tourism product information, unblock consumer complaint channels, and improve the tourism and shopping experience. Improve the service level of "smart scenic spots" and use new technologies such as the Internet, big data, cloud computing and artificial intelligence to do a good job in passenger flow guidance and scenic spot services. Increase the training of inbound tourism professionals. Improve the multilingual service level of scenic spots, restaurants, accommodation, shopping and entertainment, airport stations and other places. On the premise of fully considering the needs of national security and personnel exchanges, we will actively study and introduce policies and measures to facilitate the entry, exit and residence of foreigners. Encourage domestic payment service institutions to cooperate with overseas card issuers to provide mobile payment services for overseas tourists on the premise of compliance with laws and regulations. Encourage shops in areas where overseas tourists are concentrated to apply to become departure tax refund shops, and optimize the service of shopping departure tax refund. Cultivate and build a number of international consumption centers and national cultural and tourism consumption demonstration cities with good basic conditions, great consumption potential and high internationalization level, and implement policies such as entry and exit convenience, payment convenience, tax refund for departure, tax exemption, etc., to form a number of tourism consumption destinations that attract overseas tourists. Formulate forward-looking inbound tourism marketing strategic planning, give full play to the role of regional tourism promotion alliances, industry associations and new media, and continue to promote and shape the image of "beautiful China". Encourage the establishment of professional cultural tourism image marketing institutions, and explore the establishment of an all-round promotion and publicity model with government-set, enterprise-led, online and offline integration and tourists’ participation and interaction. Make full use of the channels of overseas travel agencies, innovate the business cooperation mode, and promote overseas travel agencies to introduce China tourism brands and sell China tourism products. Third, focus on building an urban-rural integrated consumption network

(eight) combined with the regional development layout to create a consumer center. We will continue to promote the construction of metropolitan areas, continuously improve the level of public service sharing and infrastructure interconnection in metropolitan areas, accelerate the upgrading of mature business districts, and form a number of regional consumption centers. Optimize the planning and layout of department stores and shopping centers, guide industries to be moderately concentrated, and avoid disorderly competition. Support business transformation and upgrading, promote retail transformation and innovative business model, focus on reducing intermediate links and operating costs such as logistics, improve scale efficiency and improve consumption experience through precise marketing and collaborative management. Promote the development of community life service industry, vigorously develop community businesses such as convenience stores and community vegetable shops, broaden property services, and accelerate the construction of community convenience business circles. Promote the transformation and upgrading of commercial pedestrian streets, further expand the scope of demonstration pilots, fully reflect local characteristics, improve consumption formats, and create a one-stop comprehensive consumption platform. (9) Optimize the layout of urban and rural commercial outlets. Encourage and guide large-scale commercial retail enterprises with strength and willingness to build chain outlets in small and medium-sized cities, and promote the sales of branded goods that meet the needs of the local market. We will further promote the special action of efficient distribution in urban and rural areas. Enrich the supply of goods suitable for rural consumers, improve the supply channels, give full play to the advantages of the existing rural outlets in the postal system and the supply and marketing cooperatives system, implement "postal service in the countryside" and upgrade "express delivery to the countryside". We will launch a pilot project to standardize the construction of rural food stores. Strengthen the construction of agricultural product supply chain system, expand the coverage of e-commerce in rural areas, and promote the two-way circulation of industrial products to the countryside and agricultural products to the city. Carry out in-depth consumption poverty alleviation, build a platform for cooperation and exchange between Internet companies and poverty-stricken areas, and boost the sales of agricultural products with distinctive advantages in rural areas, especially in deep poverty-stricken areas. Promote the overall layout and integrated development of e-commerce logistics nodes and railway, highway, water transport and air transport networks, and build a number of integrated logistics centers. Improve urban logistics distribution facilities such as parking, loading and unloading, optimize the traffic management of urban distribution vehicles, simplify the process of handling passes, promote online application, and limit the number of pure electric light trucks. Improve the rural logistics infrastructure network, speed up the construction of production bases, public welfare agricultural products wholesale markets, regional trade logistics distribution centers, community vegetable markets, terminal distribution outlets, and increase support for the construction of integrated distribution facilities such as agricultural products sorting, processing, packaging and pre-cooling. Fourth, accelerate the construction of a "smart+"consumption ecosystem

(eleven) to speed up the construction of a new generation of information infrastructure. Accelerate the construction and commercialization of information infrastructure such as 5G networks. Support the use of 5G technology to transform and upgrade the cable TV network, and realize the wired and wireless interaction of residents’ families, large-screen and small-screen interaction. Promote the deployment of applications in the Internet of Vehicles. We will comprehensively promote information access to villages and households, build a comprehensive information service system for agriculture, and rely on the "internet plus" to promote the extension of public services to rural areas. Improve the access rate and popularization level of broadband users in rural areas, and reduce the use cost of rural information networks. (12) Encourage the development of new consumption patterns such as online and offline integration. Improve the "internet plus" consumption ecosystem, encourage the construction of "smart stores", "smart blocks" and "smart business districts", and promote online and offline interaction and business travel style coordination. Encourage qualified cities and enterprises to build a number of online and offline new consumer experience halls, and promote the popularization and application of new consumption formats, new models and new scenarios. (thirteen) to encourage the use of green smart products. Improve the standard system of green products and services and the certification system of green labels. We will focus on the supply of green products, the construction of green bus facilities, energy-saving and environmentally-friendly buildings and related technological innovations to promote green consumption and create green shopping malls. We will implement the current subsidy policy for the promotion and application of new energy vehicles by the central government and the award and compensation policy for infrastructure construction, and promote all regions to change the scope of local financial support from the purchase link to the operation link according to regulations, focusing on supporting urban public transport. Vigorously promote the construction of "smart radio and television" and promote the upgrading of household cultural consumption. Accelerate the development of new information products such as ultra-high definition video, virtual reality and wearable devices. Encourage enterprises to use the Internet of Things, big data, cloud computing, artificial intelligence and other technologies to promote the intelligent upgrade of various electronic products. Accelerate the improvement of recycling networks in the fields of motor vehicles, household appliances and consumer electronic products. In light of the actual situation, all regions have formulated a consumption renewal policy that combines incentives and compulsion, encouraged enterprises to carry out trade-in and reasonably guide consumption expectations. Promote the scrapping and updating of motor vehicles, speed up the introduction of detailed rules for the implementation of the management measures for the recycling of scrapped motor vehicles, strictly implement the technical specifications for recycling and dismantling enterprises of scrapped motor vehicles, and improve the implementation guidance for the scrapping and updating of agricultural machinery. Promote the change of automobile purchase restriction to guiding use policy, and encourage automobile purchase restriction areas to appropriately increase the number plate limit. Promote the online and offline integrated development of education, medical health, pension, nursery, housekeeping, culture, tourism, sports and other services, expand service content and expand service coverage. Explore the establishment of online education course certification, electronic signing of family doctors and other systems to support the development of community home "virtual nursing homes." Encourage high-level social service institutions as the core, and establish a remote online service system for grassroots areas, underdeveloped areas and remote areas. Fifth, continuously improve the consumption power of residents

(fifteen) to promote the income of key groups to stimulate consumption potential. Further reform and improve the vocational education system, carry out vocational skills training on a large scale, improve the skill level of skilled workers, and improve the distribution policy of professional and technical personnel. Promote the diversification of rural economy, support migrant workers, college graduates, retired military personnel and other personnel to return to their hometowns to start businesses, and tap the potential of new agricultural business entities to increase income. We will continue to deepen the reform of the household registration system, so that more agricultural migrants who have a stable employment and life in cities and towns can settle down, and strive to eradicate the problem of wage arrears for migrant workers. (sixteen) to stabilize and increase the property income of residents. Enrich and standardize residents’ investment in wealth management products, and appropriately expand the issuance quota of national debt and local government bonds for individual investors. We will stabilize the expectation of property income in the capital market, improve the dividend incentive system, and resolutely investigate and deal with acts that seriously damage the dividend rights and interests of small and medium-sized investors. We will deepen the reform of rural land and collective property rights system, steadily promote the entry of rural collective construction land into the market, and explore giving farmers the right to possess, benefit, withdraw with compensation, mortgage, guarantee and inheritance shares of collective assets. Sixth, create a safe consumption environment in an all-round way

(seventeen) to strengthen the supervision of market order. Strengthen law enforcement against unfair competition and maintain a fair competition market environment. Severely crack down on all kinds of illegal and criminal activities such as infringing intellectual property rights and manufacturing and selling fake and inferior commodities, thoroughly investigate the production source and sales network, and carry out a full-chain crackdown to effectively purify the consumption environment. Strengthen the supervision of the entry of personal belongings, and improve the efficiency and accuracy of on-site inspection. Increase the punishment for illegal purchasing and other illegal acts, and block the "side door" of illegal entry of related commodities. Strengthen the construction of safety traceability system for imported products and improve the transparency of imported products and channels. Encourage local regulatory platforms, e-commerce platforms, third-party traceability platforms and national important product traceability platforms to exchange information. (eighteen) actively promote the construction of credit system in the field of consumption. Improve the personal information protection system and post-consumption evaluation system, vigorously optimize the online consumption environment, and intensify efforts to crack down on black industrial chains such as online billing and speculation. Make full use of the national credit information sharing platform and the basic database of financial credit information to establish and improve the credit records of enterprises and related personnel. Strengthen the public function of "Credit China" website and national enterprise credit information publicity system, and gradually realize the disclosure of information that does not involve state secrets, business secrets or personal privacy, such as administrative license, administrative penalty, product sampling results and defective product recall, to the whole society in accordance with the law, so as to provide the public with one-stop credit information inquiry and consumption warning prompt service. (nineteen) smooth channels for consumer rights protection. Strengthen the 12315 administrative law enforcement system and the informatization construction of consumer rights protection, form an online and offline consumer rights protection service system, and strengthen the administrative protection of consumer rights. Implement product injury monitoring and preventive intervention. Strengthen service quality monitoring for key service areas where quality problems are concentrated and people are concerned. Strictly implement the seven-day unreasonable return system for goods purchased online, and encourage offline stores to independently promise to return goods without reason. Support all regions to explore the establishment of a system of unreasonable return of local tourism products. Carry out publicity of consumer complaint information, and make use of the Internet, radio and television, electronic bulletin boards of rights protection service points and other forms to publicly complain about product and service information. Give full play to the function of media supervision and increase the exposure of illegal acts that infringe on the legitimate rights and interests of consumers.
