It is reported that full-time doctoral students who graduated after January 1, 2018 or were newly introduced to work in Shangyu District for the first time, signed a five-year labor contract and paid social insurance for one year according to law, will be given an annual subsidy of 50,000 yuan, 30,000 yuan for full-time master students, full-time undergraduates and senior technicians in "double-first-class" universities, 20,000 yuan for other full-time undergraduates in ordinary universities, and 15,000 yuan for full-time professional (higher vocational) students and technicians, with the longest period of five years.
In addition, the "New Ten Articles" also stipulates that ordinary full-time college graduates with bachelor’s degree or above can settle down and get re-employment when they come to Shangyu. For those college graduates who settle down first but are not employed, 1000 yuan will be given a job-seeking subsidy every month, but the longest period is no more than 6 months, and employment recommendation will be given. For graduates who come to Shangyu to participate in recruitment exchange activities, Shangyu will provide free accommodation and transportation subsidies of 300-1,500 yuan according to the distance.

The "New Ten Articles" also clarifies that college students who come to Shangyu to start a business or are introduced by enterprises will be given housing subsidies of 500,000 yuan, 300,000 yuan, 200,000 yuan and 100,000 yuan respectively to doctoral students, master students and double-class undergraduates, ordinary undergraduates and college students in short supply according to their academic qualifications.
