Ministry of Industry and Information Technology： Continuously optimize the development environment and create a market-oriented, rule-of-law and international business environment for small and medium

CCTV News:On July 20, the State Council held a press conference on promoting the development and growth of the private economy. Xu Xiaolan, Vice Minister of the Ministry of Industry and Information Technology, introduced that the Ministry of Industry and Information Technology has focused on the following aspects:

First, focus on improving the rule of law environment. In-depth implementation of the Law on the Promotion of Small and Medium-sized Enterprises to promote the introduction of supporting regulations, this year marks the 20th anniversary of the promulgation and implementation of the Law on the Promotion of Small and Medium-sized Enterprises, and at present, 27 provinces (cities) have issued regulations on the promotion of small and medium-sized enterprises in their own regions. Carry out in-depth work to clean up the accounts owed to small and medium-sized enterprises and protect their legitimate rights and interests.

The second is to improve the policy environment. We promoted the introduction of a series of policies, such as "Several Measures to Help Small and Medium-sized Enterprises to Stabilize Growth and Adjust Their Structural Strength". Last year alone, more than 40 policies were issued at the national level to support small and medium-sized enterprises, which led to more than 270 supporting policy documents issued at the provincial level. At the same time, we earnestly implemented policies, compacted all responsibilities, and effectively allowed small and medium-sized enterprises to enjoy policy dividends.

The third is to continuously optimize the innovation environment. We have carried out the "three taxes" special actions of digital empowerment, scientific and technological achievements empowerment and quality standard brand assignment for small and medium-sized enterprises to enhance their core competitiveness. Cultivate small and micro enterprises’ entrepreneurial innovation demonstration bases and small and medium-sized enterprises’ characteristic industrial clusters, build innovation carriers and gather innovative resources in all aspects. Improve the gradient cultivation system of high-quality small and medium-sized enterprises, and stimulate the emergence of more specialized and innovative small and medium-sized enterprises.

The fourth is to continuously improve the financing environment. Promote banking financial institutions to increase credit supply to small and medium-sized enterprises, promote new models such as loan-with-loan and loan-with-loan, and promote the incremental expansion of inclusive small and micro enterprise loans. Focus on key industrial chains and carry out the financing promotion action of "one chain, one policy and one batch" for small and medium-sized enterprises. Support the listing and financing of specialized and innovative small and medium-sized enterprises, give play to the guiding role of the national small and medium-sized enterprise development fund, and drive more social capital to invest in early investment and small investment innovation.

The fifth is to speed up the construction of an efficient service system. Promote the initial formation of a service system for small and medium-sized enterprises, with nearly 1,700 public service institutions for small and medium-sized enterprises at the national, provincial, municipal and county levels as the backbone, more than 3,800 service demonstration platforms at or above the provincial level as the support, and a large number of social service institutions as the supplement. In the first half of the year, there were more than 7 million service enterprises of various service organizations nationwide.

In order to further promote the optimization of the development environment of small and medium-sized enterprises in various places, the Ministry of Industry and Information Technology, in accordance with the legal requirements of the Law on the Promotion of Small and Medium-sized Enterprises, has regularly carried out third-party evaluation of the development environment of small and medium-sized enterprises since 2019, covering 36 key cities across the country, and the effect of "promoting construction by evaluation, promoting reform by evaluation, and promoting Excellence by evaluation" has gradually emerged. In the next step, the Ministry of Industry and Information Technology will continue to improve the work system, policies and regulations system and quality service system from the above five aspects, continuously optimize the development environment, and create a market-oriented, legal and international business environment for small and medium-sized enterprises.
